RK Goyal, Principal Secretary of Home Department had issued this official order to this effect. SP Vaid is from the 1986 batch of IPS officers. He was appointed as the DGP of J&K in December 2016 and his retirement from the services is due in October 2019.

Dilbagh Singh, who is currently made the make-shift incahrge DGP, is from the 187 batch of IPS officers. He was appointed as the head of the prison department in March after the infamous escape of Lashkar-e-Taiba (LeT) terrorist Naved Jhatt. This incident took place in February this year while Mr Singh was out on a routine check-up at a hospital.

During the tenure of Dilbagh Singh as the Director General of Prisons, he managed to streamline quite a few things. The most important of the polices adopted was the removal of hardened terrorists from Kashmir jails. Mr Singh will be given a formal appointment only after UPSC clears his name.

If sources are to be believed, S J M Gilani is most likely to be appointed as the Additional Director General of the Jammu and Kashmir Armed Police and Arun Chaudhury is also likely to be appointed as the Director General of Prisons.
