At a function held in Kalka town of Panchkula district, Haryana, Khattar said that most of the rape incidents happen between known people.

Elaborating his statement, he said that in most of the rape cases victim and accused know each other for a long time and one day, when there is an argument between the two, a First Information Report (FIR) is lodged stating, he raped me.

“The incidents of rape have not increased… Rapes used to take place in the past and even today as well. (Only) the concern (over such incidents) has increased,” remarked Khattar.

“The biggest concern is that in 80 to 90 per cent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)… an FIR is lodged, saying: ‘He has raped me’,” he quoted by Hindustan Times as saying.

Delhi Chief Minister Arvind Kejriwal questioned Manohar Lal Khattar’s abysmal mindset over rape cases in the state, Haryana.

In his tweet, Delhi Chief Minister wrote, ‘If the CM of any state has such thinking then how can the girls be safe there? CM saheb is justifying rape. This is the reason for the rise in an incident of rape in Haryana and the rapists are not being caught, they roam around freely.

It is to be noted that, in September this year, a 19-year-old student in Haryana’s Rewari district was gang-raped, two prime accused including an Army man had been arrested. The incident had created a nationwide outrage.

The victim, who is currently in the second year, was awarded by the President of the country for her excellent performance in CBSE board exams.

The victim was abducted from a bus stop in Kanina town in neighbouring Mahendragarh district on September 12, when she was on her way to a coaching class. Later she was taken to a field several kilometres away from the bus stop, allegedly drugged and gang-raped.
