A Trinamool Congress Member asks the Speaker to move the date of the no-confidence motion to July 23, but Speaker refuses.
“At least 35 leaders will be missing from the discussion,” the party leader said. Congress leader Mallikarjun Kharge also requested Mahajan to postpone the discussion to Wednesday. Adding that since Friday is the last day of the week, some MPs would be unavailable for the voting event due to other commitments, Kharge requested Speaker to shift the date. Reacting to the development, Ananth Kumar, Parliamentary Affairs Minister said, “No-confidence motion is an important discussion. All members should give this prominence rather than other party activities.”

Congress Member K.C. Venugopal rises to introduce the RTE Amendment Bill. He says some State governments are not implementing the RTE Act.

The House takes up the State Banks (Repeal and Amendment) Bill, 2017 for consideration and passing. Ramkumar Verma of the BJP speaks in support of the Bill. The Lok Sabha had passed this Bill on August 10, 2017. The Bill seeks to amend the State Bank of India Act, 1955 to remove references related to subsidiary banks.

N. Gokulakrishnan of the AIADMK rises to speak next. “By virtue of being the country’s largest lender, SBI is bound to have bad loans on its books. SBI would have more capital base.”

He says that the proposed merger of smaller banks with SBI will give access to customers of smaller banks to a wider range of services. He urges the government to provide adequate compensation and benefits for employees of associate banks.

2:20 pm:

Union HRD Minister Prakash Javadekar moves amendments to Right to Education Act. The Right of Children to Free and Compulsory Education (Second Amendment) Bill, 2017 proposes to bring back detention policy of schoolchildren in Classes V and VIII. The children will be given chance to reappear and if the students fail in the second chance too, they would be detained.

Mr. Javadekar says 25 States are supporting the Bill, while Tamil Nadu and Kerala are against it and these States may choose to continue the existing practice.

Jairam Ramesh, Indian National Congress, Karnataka says, “We are losing global roots of our banks.. There has been a complete collapse of the government system and regulatory system between the government and banks. Losing confidence in banks is far more disastrous than anything.” The former Union minister sought to instill confidence of banks among people and questioned what steps were being taken by the government to improve the current state of the bank.

Shashi Tharoor attacks Narendra Modi on mob lynching cases. Says ‘take action against anti-national, anti Indian element ASAP’.

Raising the issue of violent attacks around the country and also the attack on his constituency office, Shashi Tharoor had said this today in the Parliament,

“..by incendiary elements and their digital equivalents to destroy the idea of India as a pluralistic and accepting democracy. Their victims in recent months have included intellectuals, minorities, various citizens of the country. Yesterday even Swami Agnivesh was attacked.. these are people who have expressed dissent against rising tolerance against today’s India and they are being attacked physically.

In so doing, those who are doing this are disregarding the singular principle of our historic democratic consensus which is that in a diverse democracy like ours you don’t need to agree all the time, so long as you will agree on the ground rules of how you will disagree.

That’s what we have seen today with the no confidence motion, but it is not what we are seeing on the streets where the ground rules of our democracy are being betrayed by those who have been elected by the people of India as the ruling party and they are betraying this basic ground rule. I want to say Mr Deputy Chairman, we cannot and should not stand by as communal violence, mob lynching and hooliganism replace rule of law and rights guaranteed by our constitution.

I strongly urge the PM to break his silence on the behaviour of his party men and take action against these anti-national elements who seek to abridge the freedom of speech in our democracy. Thank you.”

The Monsoon Session for the Parliament is going to start from Wednesday and a heated session is mostly expected this time too. As this would be the last Monsoon Session before the 2019 Lok Sabha elections, 12 opposition parties have clearly stated that Narendra Modi government will face a ruckus, as they had decided to bring a motion of no-confidence in the Lok Sabha.

As per the sources, opposition parties have issued notices in this regard, but till now Lok Sabha Speaker Sumitra Mahajan has not confirmed to receive any such notice, even in the last Parliament session. Though Prime Minister Narendra Modi had sought cooperation from all opposition parties, but the Leader of the Opposition in the Lok Sabha, Mallikarjun Kharge had made it clear that they would flag issues related to lynchings by cow vigilantes, safety of women, unemployment, failure of the Centre’s foreign policy, misrule in J&K, plight of farmers, among others.

Leader of the Opposition in the Rajya Sabha, Ghulam Nabi Azad,  had also called for all anti-BJP allies to discuss on the strategy of the on how to attack the government on issues that matter. On a similar note, Union Parliamentary Affairs Minister Ananth Kumar had called for all party meet to seek cooperation from the parties, so that the Parliament functions properly and its not a washout session.

However, with trend going on for decades for disruptions and the current scenario of the country, it looks like a repeat of washout be seen even today. As only 10 months are left for the 2019 Lok Sabha elections, no party leave an opportunity to attack the government and make their presence in the Parliament.
